The Legal Code was solely established by a founder, attorney at law, Mr. MOURN SIENGLY who is a member of the Bar Association and also a member of the Legal Research and Advisory Team of Samdech Techo Sen’s Voluntary Lawyers Group, as well as attorney at law for the Royal Gendarmerie of Cambodia.
