Legal Update: Regulation on the Prohibition of Electronic Smoking Devices and Shisha

On 21 October 2025, the Royal Government of Cambodia issued a Regulation No. 02 BB imposing a comprehensive prohibition on the importation, distribution, sale, advertisement, use, possession, production, and stockpiling of all electronic devices and chemical substances for smoking and shisha.

This decisive measure aligns with the Pentagonal Strategy-Phase I of the Royal Government of Cambodia of the Seventh Legislature of the National Assembly, which prioritizes the development of high-quality, healthy human capital as a foundation for sustainable economic growth and social well-being.

The Key Highlights of this Notification are:

The rapid spread of electronic cigarettes, heated tobacco products (HTPs), and shisha among youth and students, which the Government views as a serious threat to both public health and social order.
To counter these risks, the Royal Government has introduced a coordinated set of enforcement and preventive measures across all relevant ministries and sub-national administrations:

  • Prohibition and Enforcement: All ministries, institutions, and sub-national administrations are directed to prevent, confiscate, and penalize the importation, distribution, sale, advertisement, use, possession, production, and stockpiling of such products. Violators may face administrative sanctions, including suspension of business licenses and permits.
  • Health and Education Initiatives: The Ministry of Health will conduct awareness campaigns on the dangers of electronic smoking devices. The Ministry of Education, Youth and Sport will enforce strict prohibitions within and around schools, universities, teacher training centers, dormitories, and sports facilities to safeguard young people from exposure.
  • Administrative Accountability: Civil servants, police officers, military personnel, and contracted officials are strictly prohibited from using or engaging with these devices. Any violations will result in disciplinary and administrative actions in accordance with existing legal norms.

This comprehensive ban underscores the Royal Government’s whole-of-government approach to promoting public health, safeguarding youth, and fostering a healthier Cambodian society. It also aligns with the country’s broader strategic objectives to enhance the quality of life, education, and human resource development, paving the way toward a more sustainable and prosperous future.
