On 27 October 2025, the Ministry of Industry, Science, Technology and Innovation (“MISTI”) issued a Notification on the Encouragement for Applying for a Product Registration License (“P.R.L.”) to facilitate and promote applications by producers, importers, and business operators. The promotional campaign, organized through the Institute of Standards of Cambodia (“ISC”), will commence on 27 October 2025 until 31 December 2026, including an incentive package for applicants.
The Key Highlights of this Notification are:
1. Application Requirements: Applicants must submit the following documents:
- Valid patent certificate;
- Product label sample compliant with CS001-2000;
- Product or analysis certificate issued within six (6) months;
- Factory/enterprise/handicraft operation certificate (requirement only for first-time domestic applicants); and
- Exclusive import and distribution rights or a quality assurance letter (requirement only for imported products).
2. Public Service Fee Incentives: The standard fee of KHR 200,000 per product is discounted as follows:
- 10% for 5-19 products;
- 15% for 20-49 products; and
- 20% for 50 or more products submitted simultaneously.
3. Exemptions: Products holding a Certificate of Conformity (“CS”) are not required to reapply for a P.R.L. or the Cambodian Quality Product mark.
