On 5 August 2025, Commercial Gambling Management of Cambodia (“CGMC”) issued a Notification on the operation of legal casino in the Kingdom of Cambodia (“Notification”). This Notification reinforces the licensing and operational requirements under the Law on the Management of Commercial Gambling and signals the CGMC’s strict enforcement stance against unauthorized gaming activities.
Key highlights of the Notification:
- Casino operations require a valid CGMC license tied to the approved location. No person may represent a licensee or operator without prior approval from CGMC.
- All games, rules, and related equipment/software must be registered and approved by the CGMC, with equipment bearing the official CGMC sticker.
- Games may only be conducted with prior approval from CGMC, in compliance with approved rules and technical standards, and by specially personnel with specialized gambling license from CGMC.
Commentary
The notification serves as a compliance reminder and a deterrent against unauthorized gambling activities. Casino operators should ensure that their operating licenses are valid, all relevant registrations are up to date, and personnel hold the necessary licences, while also maintaining visible evidence of compliance at all times. Given the CGMC’s explicit emphasis on enforcement and public awareness, non-compliance may expose operators to significant legal risks, including suspension or revocation of licenses and potential criminal liability.
