A friendly reminder to all enterprises, companies, and factories in Cambodia employing or planning to employ foreign nationals in 2026: the Ministry of Labour and Vocational Training (MLVT) has opened the application period for the 2026 Foreign Manpower Quota from 1 September to 30 November 2025 via the FWCMS portal (https://fwcms.mlvt.gov.kh).
Strict penalties for non-compliance are imposed under Joint MLVT Prakas No. 498 on Fine for Violator of the Provision of the Labor Law (31 July 2023):
- Employers hiring foreign workers without MLVT quota approval may be fined up to 12,600,000 riels (~USD 3,150).
- Foreigners working without a work permit and employment card may be fined up to 50,400,000 riels (~USD 12,600).
Exception: Newly registered enterprises that commence operations after the above application period must apply for quota approval immediately upon starting operations.
