Launch of the Digital Registration System for Associations and Local NGOS

On 16 July 2025, the Ministry of Interior (“MOI”) of the Kingdom of Cambodia formally launched its Digital Registration System for Associations and Local Non-Governmental Organizations (“NGOs”). Developed as part of the Ministry’s 2024–2028 Strategic Plan for Enhancing Territorial Administration, National Security, Public Order, and Social Safety, this initiative marks a significant step toward modernizing Cambodia’s administrative framework for civil society organizations.

This online registration system is established pursuant to Prakas No. 8277 BRK, dated 16 July 2025—aims to streamline registration procedures and enhance public service delivery through a platform that is more accessible, transparent, and accountable. This digital transition aligns with the government’s broader efforts to advance governance reforms and promote the use of digital tools in public administration.

During the initial six-month implementation phase, associations and local NGOs can register through the official online system, accessible via:

  • Direct link to the registration system: langoregister.interior.gov.kh

While traditional paper-based submissions remain available in principle, the online platform now serves as the primary mechanism for registration. The government has signaled its intention to fully transition to electronic filings and digital compliance monitoring in the medium term.

The Digital Registration System marks a strong step toward efficient and transparent governance. Its success will depend on accessibility, data security, and responsive improvements during the rollout. We also look forward to future enhancements—such as enabling online restructuring and dissolution of associations and NGOs and integrating the system with CamDx to streamline registration through a single portal with other key authorities, including the Tax and Labor Authorities—to complete the digital transition.
