On 09 June 2025, the Ministry of Post and Telecommunication (“MPTC”) issued an official announcement on the application for a license to establish and operate a data center (“Announcement”). This announcement applies to all types of companies, enterprises, and foreign company branches that intend to establish and operate a data center offering services such as:
- Data storage, website hosting and/or email;
- Location and/or main server rental;
- Maintenance of software and/or customer computer equipment placed for operation in the data center;
- Protection and security of data within the data center; and
- Cloud technology services provider including Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS)
All entities that are currently engaging in or intending to operate any of the above-mentioned services must obtain a license from the MPTC. Pursuant to Article 5 of Sub-decree No. 110 ANK.BK dated 21 July 2017 on the granting ICT license regime, “No individual may operate in the ICT sector in Kingdom of Cambodia, except for individual who received authorization, certificate or license permit from the MPTC”. Entities operating without the requisite license, in violation of this provision, may be subject to interim administrative sanctions under applicable regulations, including monetary fines, suspension, or termination of operations.
