On 22 April 2025, the General Department of Agriculture (“GDA”) of Ministry of Agriculture, Forestry and Fisheries (“MAFF”) issued a notice requiring all durian plantation owners, farming communities, and operators of fresh durian processing and packaging facilities intending to export to China to register their operations with the GDA. This requirement follows the signing of the Protocol on Phytosanitary Requirements between Cambodia and China on 17 April 2025 (“Protocol”).
As part of the registration process, applicants must submit a request for inspection and evaluation, accompanied by key supporting documents below:
- business registration certificate specifying the business objective;
- VAT certificate and taxpayer identification number;
- valid patent tax certificate;
- land ownership documents for the plantation;
- technical documentation on plantation management; and
- any other relevant official documents.
Upon receipt of the application, technical officers will be assigned to conduct evaluations and provide guidance in accordance with the procedures outlined in the Protocol. The GDA will compile a list of accepted applicants and plans to submit it to the Chinese authorities by May 2025 for their review and approval.
MAFF’s initiative serves as a strategic advantage for the country’s durian sector. By establishing a formal registration, it can enable Cambodian durian growers and processors to gain access to one of the world’s lucrative fruit markets and promote economic growth through increased export opportunities. Moreover, the initiative also strengthens Cambodia’s trade relations with China and supports the development of a more skilled and knowledgeable agricultural workforce. Ultimately, this effort positions Cambodia to compete more effectively in the global market sector.
