Dongbaishan Holding Group, with over 20 years of experience in China, is collaborating with the Cambodia-China Development Community Association and SL Sunlight Green Energy Sorlapower Co., Ltd. to invest USD 500 million in a large-scale solar power plant in Kampong Speu province. The project will cover approximately 600 hectares, with construction beginning in mid-July 2025, and is expected to create 1,500 to 3,000 jobs for local residents once operational.

Investment Context
Kampong Speu has become a key destination for foreign investment, hosting around 2,442 factories and enterprises, with over 90% of investors from China. This solar project builds on the province’s industrial base while introducing renewable energy infrastructure that supports economic growth and job creation.
Energy Sector Development
The plant contributes to Cambodia’s energy diversification strategy and renewable energy targets. Currently, the country produces just over 400 MW of solar power, with plans to expand to 3.1 GW by 2040. Solar is Cambodia’s second-largest renewable source after hydropower and offers a reliable, cost-effective alternative, with average electricity costs of USD 0.03 per kW compared with USD 0.07 per kW for coal.
